The UKAEA are delighted to present this 2nd generation hard FM services outsourcing opportunity to the supply market. We will be offering a five-year contract plus a potential two-year extension to the successful bidder, through a NEC4 Term Service Contract June 2017 contract mechanism.
This hard FM services (Mechanical, Electrical and Civils) tender will include all hard FM services for the Culham Campus other than those currently under a separate contract. It is the intention to incorporate the additional hard FM services during the life of the contract when the current contracts come to the end of their term, subject to the new Contractor being able to offer an improved delivery arrangement at a commercially attractive price. The scope of this tender also includes a full asset identification, tagging, and condition survey programme, and this should be costed for in the format given. Bidders should also detail the timeframe to carry out this programme, with UKAEA’s preferred timeline being as part of the mobilisation process. Bidders may want to provide investment for this part of the scope, and this should be clearly detailed as part of their response. The scope does not include a CAFM system or helpdesk services, as this is currently provided by UKAEA, but it could become in scope during the life of the contract and a separate scope document will be issued at that time.
The scope of this contract encompasses the full spectrum of Mechanical & Electrical (M&E) and Civils services, including but not limited to:
- Preventive and Reactive Maintenance: Regular inspections, servicing, and repairs of mechanical, electrical, and civil systems to prevent breakdowns and ensure continuous operation.
- Compliance and Safety: Ensuring all M&E and civil systems comply with relevant regulations and safety standards, including health and safety, environmental, and statutory requirements.
- Asset Management: Maintaining an accurate inventory of all M&E and civil assets, including lifecycle management, condition monitoring, and strategic planning for replacements and upgrades.
- Civil Works Management: Maintenance and repair of civil infrastructure, including roads, drainage systems, and other related structures.
